How would you make a Windows Server 2008 server sync with free ntp servers on the Internet?
What free programs would do this?
How do you configure them? (I need it to sync every 30sec as the server's clock drifts very very fast ~1sec per 40min)

I would comment here, but compare your settings to the following server, which I know works. I have to add them as screenshots. I might also consider using the time.windows.com server. It may be farther than the ones you chose, but I have seen issues with other NTP servers. It will still get you close enough time-wise.
Open services.msc and make sure the Windows Time service is set to automatic, not disabled. If it is, post back, and we can try to repair it.
If the computer is on a domain, you could then follow the same advice for 2008, although if group policy is set, it would over-ride your settings the next time it updated.
If not on a domain, you can click on the clock and the Internet Time tab makes it easy. This tab is hidden if part of a domain.
