I've been using MSE for a while now, and it does not update multiple times a day. It does update every few days though.
If your computer is set to automatically install recommended updates, then the updates will come even through Windows Update. (Make sure to have Microsoft update enabled).
Go in to computer management, (Click the Start Orb > Right click on Computer > Click on Manage)
Next, go down to Services and Applications > Services and look for Microsoft Antimalware Service
Make sure that this is set to Automatic.
If this is already set to Automatic, it is possible that you are simply not giving it enough time to fully start. I have seen some older machines, or even newish ones that simply have so many items set to start with the machine, it can take a good couple of minutes for the Antivirus service to start.

Answer 1: Unfortunately, no. The license specifically states in the first bullet point in section 1
Answer 2: It sounds good to me, though I haven't looked at any lab comparisons yet. I have started recommending it to co-workers for their home computers -- it's a lot better than nothing!
