Actually, there is generic answer from @donut -- thanks for this contribution! However, it wasn't clear from me when I met it. Thus, let me to concrete it exactly for Command + Option + Left/Right as it was asked initially.
Solution for using Command + Option + Left/Right in Safari
- Go to System Preferences > Keyboard > Keyboard Shortcuts > App Shortcuts
- Click "+" button
- Chose Safari within Application list
- Type Show Next Tab for Menu Title
- For Keyboard Shortcut press Command + Option + Right
- Do the same for Show Previous Tab
Solution for using Command + 1, 2, 3... in Safari
- Go to menu Safari > Preferences > Tabs
- Check option Use ⌘-1 through ⌘-9 to switch tabs
You could do it with Javascript. Simply type something like this into the address bar.
javascript:self.resizeTo(800,600);
A couple of things though. This will resize the inner frame of the window, so the entire window including borders and toolbars will be larger. Also, this seems to work only on windows with a single tab, and I only tried it on a Mac, would think it behaves the same on other platforms thou.

With the Web Inspector pane open and focused, click on the "speech bubble" icon above the left-hand pane, or press Control-8.
Update: Or, whether the Web Inspector pane is open or not, press Option-Command-C; or, if you have made the Developer menu visible in Safari's preferences, drop down "Develop" and choose "Show Error Console".
