I have recently deleted a large number of files on my Macbook Pro. But Disk Utility doesn't seem to notice, and is preventing me from installing World of Warcraft (because it doesn't think I have enough space). No matter how many files I delete, the "available space" only increases in Finder, but not in Disk Utility (which I assume is what WoW is checking against). Check out the differences:

You can disable local snapshots with sudo tmutil disablelocal (and then you may have to wait a while for all of them to be deleted and the space freed). I'm not certain that's the entire problem, since the error ("The target disk is too small for this operation") isn't what I'd expect to see for a lack of free space issue. But it's worth a try...
I'd also be sure to update your real backup before turning off local snapshots and/or repartitioning. And when you're done, be sure to turn local snapshots back on with sudo tmutil enablelocal
Here is what I've done:
I started with this situation, I formatted 200GB of my drive for OS X and left 51GB 'unallocated' for a Bootcamp partition later. I turned on File Vault and installed my programs. I could not create a new partition out of the unallocated space with Disk Utility or the Bootcamp Utility.
Since Bootcamp could not create a partition from the unallocated space, I chose to split the Macintosh HD partition into 2 partitions with Bootcamp.
After that, I deleted the bootcamp-volume with Disk Utility. After deleting the Bootcamp-volume, disk utility expands the main-os partition to its maximum size by using all unallocated space. That solved the problem!

The disk space was probably taken up by local Time Machine snapshots. They are counted as used disk space in Disk Utility but not in Finder. They were deleted when you turned Time Machine off and back on, but you could also have run
sudo tmutil disablelocalto disable local snapshots.
