On my system (Windows 7), it seems that Process Explorer is reporting the wrong CPU usage:
… all of this while doing nothing special, just having those apps open.
CPU: Intel Core2 Duo P8600 2.4 GHz
Any ideas or ways to investigate this problem?
There are three explanations for your problem:
Heat. If your CPU is getting hot, it will throttle. With fewer working cycles available, everything will take much more CPU time to get work done. It could be that your CPU fan failed or the thermal interface material cracked due to mishandling.
Malware. Malicious programs can increase CPU use. If you can't anti-virus programs to work reliably, use a boot-able anti-virus rescue disk. Kaspersky is works well, as do many other free ones.
Drivers. Some hardware drivers cause CPU problems. Make sure all drivers are up to date.
I looked at the picture again and see that the sdclt.exe is highlighted in green. This means the process is started. I look at many xperf traces which also show this symptoms.
The solution to reduce the CPU usage is to stop the ConfigNotification task in the Windows Task Scheduler:
Task Scheduler - Microsoft - Windows - WindowsBackup
Please, also contact Microsoft support and open a support case. They need a case to produce a fix for the backup task.

In recent versions of Process Explorer, the CPU usage percentage is calculated differently. According to Mark Russinovich, the author of Process Explorer:
If you prefer the old CPU percentage, use a previous version of Process Explorer (v14.01). You could also ask for the old CPU usage percentage in the feature request thread.
Note the "show one graph per CPU" option shows each CPU's usage without accounting for speedstep. However, the other CPU percentage displays are not affected. You can also disable your processor's speedstep, but that seems a little extreme...
