There are several options provided by other popular browsers like chrome, firefox. One of the option is to pin the tab. This feature is very handy when you wish to re-open same tabs when you restart your browser. My question is – Does safari has such feature? Or is there any plug-ins to make such feature available?

Actually, there is generic answer from @donut -- thanks for this contribution! However, it wasn't clear from me when I met it. Thus, let me to concrete it exactly for Command + Option + Left/Right as it was asked initially.
Solution for using Command + Option + Left/Right in Safari
- Go to System Preferences > Keyboard > Keyboard Shortcuts > App Shortcuts
- Click "+" button
- Chose Safari within Application list
- Type Show Next Tab for Menu Title
- For Keyboard Shortcut press Command + Option + Right
- Do the same for Show Previous Tab
Solution for using Command + 1, 2, 3... in Safari
- Go to menu Safari > Preferences > Tabs
- Check option Use ⌘-1 through ⌘-9 to switch tabs

I have never once used mac or safari in my life, but a quick google search tells me that there isn't a way to pin tabs as one would on other popular browsers.
However you can look into session managers for your purpose. Try SafariRestore or Safari Pinboard.
