Internet Explorer has always had this functionality, called Text Size.
It's separate from the zoom function and only has 5 options, but is more or less what you are looking for.
Where is the answer? The suggestion with Home button doesn't work anymore.

Open Firefox and type
about:configinto the address bar and search for "zoom".In the search results, change two settings as below.
