I'm trying to open the Metro version of Internet Explorer, however it opens as a desktop app. It just goes from the metro interface to the desktop. How can I do this?

Open the internet explorer on the desktop. Go to internet options, General (first) tab. There you can set a homepage. This will be used when ie is started from the metro UI.

Short answer: As per Microsoft's guidelines, only the default browser can access/participate in the "Metro style experience". So this behaviour is clearly intentional and unless Microsoft changes its guidelines or a browser-maker flouts them or some sort of hack is created, we're stuck with it.

Suppose Firefox Nightly is set as the default browser. Go to Control Panel / Programs / Default Programs / Set Default Programs / (Firefox) Nightly / Choose defaults for this program:
Now uncheck Protocols like FTP, HTTP and HTTPS:
Now when you run IE (even though it's not the default), does the Metro version run?

gpedit.mscand press enter.Navigate the tree to the area depicted in the screenshot.
Now, double click on "Set how links are opened in Internet Explorer" and change it accordingly. Read the help text to understand what it does. The option immediately below it, "Open Internet Explorer tiles on the desktop", may also be helpful.
Note that in the second screenshot, the option "Always in Internet Explorer on the desktop", is exactly the opposite of what you want, so you need to change it to "Always in Internet Explorer" to always use the ---Metro--- Modern version of IE.
