Windows 7 Home Premium, Catalyst Control Center.
Without any apparent reason, after booting my PC, I got this little balloon "HD 4600 Drivers updated". I did not install any new cards or drivers or anything.
But now, when I try to select an entire word by pressing Ctrl + Shift + ← / → my screen flips left to right and upside down.
Where can I disable this annoying shortcut?

Any other way of selecting the entire word?
There is no option for this in Catalyst Control Center.
The shortcut key for switching keyboards is by default LAlt + Shift.
If you have multiple keyboards set up (for example US and United States-International), this will toggle between the two. The first has the "normal", desired behavior. The second is the keyboard with the "sticky apostrophe".
As a Dutch and English writer, I find it useful to be able to toggle between the two using the keyboard shortcut. Bear in mind, however, that Windows remembers the setting per application. If you wish to use multiple languages, I recommend setting up two languages with different keyboards, and displaying the Language Bar's active language in the system tray:
Ctrl key:
I assume that the line
Capslock::Ctrl
was not commented out when you had issues with the Ctrl key.
Different keyboards and their drivers behave differently. Some won't register when CapsLock is released, since it usually does nothing.
On my two keyboards, pressing and releasing CapsLock sends {LCtrlDown} on one and {RCtrlDown} on the other, but never {CtrlUp}. Pressing and releasing the respective Ctrl (but not the opposite one) fixes this.
Besides commenting the line out, I can't think of solution for this.
Shift key:
I managed to reproduce the behavior you explained once, but I don't know how I did it.
However, I assume that the line
RShift::LShift
is the culprit.
I can't explain how a {RShiftDown} might get send with the right Shift key remapped, but it certainly explains why pressing neither Shift key fixes this, since releasing the right Shift key will send {LShiftUp}.
There might be a solution for this other than commenting the line out, but I'm not quite sure what you want to achieve with it.
