If I change to DVI do I need a monitor with a DVI port
or will the DVI to VGA cable work better
or it will be the same as using only VGA?

When using a DVI->VGA adapter, you are only using a fraction of the pin-connectors on the DVI port.
The "C" pins are used for analog (VGA).
If you've tried two different monitors, and two different DVI cables, and it won't work in DVI mode on that one port, then that one port probably has damage to the DVI pins (which aren't used for analog/VGA conversion).
Sounds like you need a new video card.
Unfortunately, a converter is the only possibility if your monitor is DVI-D ONLY.

There are two separate DVI specifications you need to be aware of: DVI-D and DVI-I.
If your monitor requires DVI-D and not DVI-I (i.e. if it does not have four round pins surrounding the long, flat blade-like pin) then it cannot be used with a passive VGA adapter to connect to a VGA video card. You must use an active connector which converts digital to analog.
However...
Your monitor, which you mentioned in your comment, says it supports D-Sub which is a separate output on the back of the monitor (look at it; you should see it on the back) which directly supports analog VGA. So just use a VGA to VGA cable. No conversion needed!

Theoretically, DVI-DVI would be your best bet, using a DVI-VGA adapter is a step down but both are still better than just using VGA-VGA. Having said that, the money you would spend (if it's an issue) may not be worth the increase in quality, since the difference is noticeable but isn't that significant for most applications. If you're going to spend money on a new monitor, I'd go all out and get a video card and monitor that can handle HDMI. =)
