Whenever I click Alt + Arrow up/Arrow down my screen will do an unwanted flip. I'd like to disable this shortcut behaviour. I've already looked at Super User question How to stop my laptop's screen from rotating when I press Alt + Arrow?.
But Ctrl + Alt + F12 doesn't start any menu for me. How can I fix this problem?
I have an Nvidia graphic card, 2100M, and Windows 7 on a Toshiba computer.
I have not tested on AMD/ATI graphics, but I know for a fact that all Intel drivers do this and some Nvidia drivers.
Simply go in to the configuration tool of your driver and look under a section called hotkeys and disable it.
For Intel:
You can solve this by booting from a password reset CD. Most of these do not only allow you to reset the password, but also to unlock an account.
After that, boot into windows and please set a password. No password is asking for problems, either from people playing a prank or from people who compromise your desktop for more nefarious reasons.

Neither of these answers helped me. What I did:
Right-click on Desktop and select Graphics options > hotkeys > Disable
