I'd like to prevent scroll bars from disappearing, especially in the settings windows. Google says there should be an option under Ease of Access but it seems like things have moved around. (I'm on Windows 10 Pro, version 1703, build 15063.1387, and "Current Branch for Business".) This is what my Ease of Access panel looks like:
As far as I can tell, it's supposed to be just under the "Show Windows background" option.
Where can I find the "Automatically hide scroll bars in Windows" option?

Sometimes search in Windows actually works!!! :D
I typed 'Scroll' into the Settings search box and was offered three choices, one of which was 'Automatically hide scroll bars in Windows' which took me to a scrolled down position in Ease of Access: When I first checked Ease of Access, I didn't see it, because I needed to scroll down & there was no scroll bar to clue me in! It seems the mouse scroll wheel doesn't work in Settings windows the way it does in "normal" windows --- you have to click & drag the scroll bar to scroll down!
