I want to use the front-panel audio connections for my headphones, but when I use it, it makes a static noise like my HDD.
There is no problem with the wires. This sound starts only when Windows starts.
If I am in BIOS, and my HDD is on, when Windows is loading, there is no sound.
I have Windows 7 and I deactivated the Beep from my device manager already.
I have an integrated 5.1 Realtek audio card. My motherboard is Gigabyte GA-H55M-UD2H.

Do double-check that it is connected properly inside the machine. Even though you didn't change any hardware, there is that small possibility that something did get disconnected (perhaps the wire was just on the verge of disconnecting from the motherboard?).
Once that's ruled out, then look at the software -- you might save yourself a lot of hassle running around in circles trying to get software working for hardware that's simply not hooked up.
My motherboard is a Gigabyte GA-H87-HD3 and I was having the same problem of Realtek HD Audio Manager not detecting speakers in the front panel. After trying all kinds of solutions and reading the MB's manual dozens of times, I found out it was simply a matter of checking a checkbox!
Double-click the red speaker in the tray:
It will open Realtek HD Audio Manager. Click the yellow folder icon next to the upper-right corner of the window:
This is the important part. Although it may seem contradictory, you have to check the option that says "Disable front panel jack detection":
Now the front panel icons are enabled:
And now your front panel audio should be working.
If you still have no sound, maybe this more technical answer could enlighten you.

I don't think the motherboard is to blame.
If your front panel has a USB I/O try to disconnect the USB cable from the motherboard to the front panel. If the static noise is gone try modifying the circuitboard so the ground connectors are no longer connected to the headphone ground pin (HDD use + front panel audio = static noise - Tom's Hardware) (the front panel shares the same ground for USB and audio I/O).
