Windows 8.1 claims to search in all indexed locations.
However when I tried to open "Mail" (i.e. Mlcfg32.cpl) by typing "Mail" in Search, magic didn't happen. Instead I had to scramble all the way through Control Panel.
Is it possible to add Control Panel items to those indexed locations?
Or is it just the thing Microsoft forgot about? (e.g. forgot on intention, so users would make use of their new "Settings" applet).
I've analyzed a xperf trace that an user gave me on technet, and the fix is to add the AppData folder, which is part of your Userprofile, back to the Search-Index.
We had been experiencing exactly the issue you described.
Recently we had migrated to using SSDs and as part of that, we disabled the "Allow files on this drive to have contents indexed in addition to file properties" setting on the C drive.
After re-enabling this setting, we found that the Control Panel settings returned in the search results (in both Everywhere and in Settings).
