Oracle 11g – Troubleshooting UTL_ENCODE Failures in PDF Email Attachments

After lots of trial and error,I was able to send an email with UTL_SMPT. I the code below, in a previous version, I used a raw file and T_BLOB for p_attach_file and it sent a 32 K unreadable PDF as attachment. Not bad. But The PDF being greater than 32 K and also I want to be able to read it, I used the original version of the code. But it dos not work. It says UTL_ENCODE is failing in the FOR loop.
