ORA-01017: invalid username/password; logon denied

I've come across the abnormal situation, and can't understand what happens.

I am connecting databases using PL/SQL Developer 8.0.4.1514(I've also tried v7,but same) . Sometimes(When I am trying to log on, or when I open another session, or when I am trying to run query in previously opened session) this error message appears

Sometimes after 3 tries error resolves(using the same password on each try), sometimes it needs one try to resolve…

What may be the reason?

PL/SQL Developer will remember your most recent windows. If you close the application without closing your windows, it will attempt to authenticate to restart your old sessions. This can become a nuisance if you work in several environments. Try making it habit to close everything before closing the application. You may also try upgrading the application as user21081 suggested.

SYSDBA is a role. When you connect using that role you're effectively connecting as the user SYS (say show user in SQL*Plus). As @A.B.Cade already said you're using external authentication (OS in this case), but if you want to connect remotely over network you're required to provide username and password (unless account is configured to use remote OS authentication), e. g. sqlplus sys/password@orcl as sysdba.

You may also grant other users the SYSDBA privilege:

sql> GRANT SYSDBA to SCOTT;

This way user SCOTT is able to connect to database with SYS privileges:

[spongebob@example]$ echo "show user" | sqlplus -S scott/password as sysdba
USER is "SYS"

Oracle cannot connect to SQL developer as sys account

sqlplus user/password as sysdba uses OS authentication by default, and bypasses the username and password check, so as you said, you can provide any password or username.

Logging in from SQL Developer requires a remote session. For a remote SYSDBA connection, you need the following:

set remote_login_passwordfile to EXCLUSIVE or SHARED, but not NONE
create a password file for the database if it doesn't already exist:

$ orapwd file=$ORACLE_HOME/dbs/orapw$ORACLE_SID

After this you should be able to log in with SYS and the password you provided.
