Some apps (eg IDEs) I like to have Function keys directly shown, but most other apps I like the Quick Actions with Control Strip.
Is there a way to get the Touch Bar to automatically switch between the settings rather than having to manually goto Keyboard prefs?
I'm using the Bépo layout and I was experiencing the same issue.
I recreated the .icns file using the iconutil command. I just provided the 16x16, 16x16@2x and 32x32 icons.
<your_layout>.iconseticon_16x16.png, icon_16x16@2x.png, icon_32x32.png, …, icon_512x512@2x.png.iconutil -c icns <your_layout>.iconset.icns file to your keyboard layout.Since then I had no more TouchBar crash on layout switch.
In System Preferences → Keyboard → Shortcuts, under Function Keys, add apps to the list to show the function keys by default. The fn key will then be used for the inverse function, hiding the function row instead of showing it. You'll need to do this for every app where you would like this behaviour.
You can display function keys at all times and use Fn to display App Controls or Expand Control Strip in System Preferences → Keyboard → Keyboard.

You can designate certain apps to show function keys instead of app controls (in the touch bar) by adding them in
