I cant get the watch out of power mode. It has a lightning bolt on the screen.

Apple Watch - Power Reserve
Power Reserve allows you to continue to see the time on your Apple Watch while preserving your battery life.
Your Apple Watch will automatically enter Power Reserve if the battery gets too low, and you might see next to the time. In Power Reserve, press the side button to show the current time in a 24-hour format. The time will display for six seconds.
While your Apple Watch is in Power Reserve, your Apple Watch and iPhone won't communicate, and you can't access other watch features.
Turn off Power Reserve
To turn your device back on, press and hold the side button until you see the Apple logo and wait for your Apple Watch to restart. You might need to charge your Apple Watch first.
Turn on Power Reserve
If you need to, you can turn on Power Reserve. Press and hold the side button until you see the Power Off, Power Reserve, and Lock Device options. Then drag the slider to turn on Power Reserve.
You can also turn on Power Reserve using Glances. Swipe up on the watch face to open Glances, then swipe left or right to find the Battery Glance. Tap Power Reserve, then tap Proceed.
Even if there isn't any obvious cable damage or bulging, the adapter could be failing. If the adapter is not one of the newer L-Shape Magsafe plugs, the need for a SMC firmware update is moot, but it's helpful to have the system up to date regardless.

As a developer, Apple will provide you with detailed hardware requirements, schematics and even technical support. I haven't seen anyone take a current meter and volt meter to the devices and post publicly, but wanted to make you aware of one official avenue to get this sort of information across all of Apple's iOS product line wether they use the 30 pin dock connector, the lightning dock connector or some of the other specific iPod connectors.
Additionally, the pin out for lightning connectors requires an authentication chip according to wikipedia, so getting power out of a lightning device involves software authentication before power will flow.
The article describing 8 pins that are active (both above images are from wikipedia) indicates that when power flows into the phone (the opposite of your use), pins 1 and 5 are ground and power respectively. However, until your cable identifies itself to iOS, no power will be provided.
