I'm using Pages 5.5.3 on OS X 10.10.4. I can't figure out how to change the size of the Body style for the entire document. If I try to increase the size of the Body text it only changes the size of the text where my cursor was last – the rest of the document is unaffected.

Note the 'DOCUMENT' icon at the far right of the very top of the document. Click on the Document Icon ... You will see a formatting screen similar to the 'older' inspector. The margin details are below "Document Body"
You need to select text in the body and then change the Document left margin from 2.69 inches to 1 inch.
Also, you might need to remove the left items. Depending on how thorough you want to be, update the body style to match the new definition, but at that point once the left margin is something more sane like 1" - you can fix your indents if desired by dragging the tab stops in the ruler.
I would use Numbers.app and it's tables.
You get better control over tables in Numbers. With simple things like resizing and not having to change setting to make the table stick in place like tables in Pages.
For this example I simply pasted the info from the site you provided straight into a blank sheet because they use tables. Which means the data will past as a Numbers table.
I then added a row for the title header.
I could easily make the table from scratch and also coping a whole table is as easy as selecting the table, copy, paste.

When you click on the font size selector, an Update button appears beside the style you have selected:
Click on it and the style is updated to the new parameters. Existing and new text with this paragraph style will adopt them.
