I have certain sites I have to print generated PDF documents. They are not just PDF links but buttons to generate the PDF with selected content. They used to open up in browser or preview but now Safari just starts a download and I don't need all of these files on my drive. Firefox gives me the option to preview or download on the same site.

Here is a step-by-step recipe on how to install it, for others who may run into this:
Launch Safari. In the menubar, click on Safari >> Preferences. Under the Advanced pane, tick the box labelled "Show Develop menu in menu bar" at the bottom.
In the Safari menubar, you should now see Develop. Click on Develop, then click on "Enable Extensions".

In your downloads folder, click on the file that you just downloaded. Safari will ask you whether you want to install this extension. Say yes.
Now you're good to go!
I think I should add that right now, for macOS, you can get this to work if you do Save As > PDF and then select Best for electronic distribution and accessibility.

The option Best for printing does not produce the table of content in the PDF.
