I have 3 old Apple ID's that I used to purchase music. After upgrading to a new phone there are many songs I can't play because they are from the old ID's. Apple doesn't recognize them any more. How can I retrieve my music and authorize my latest phone to download the songs?

I am afraid you are out of luck and there is no help for this. I tried to help a tech support client with this same problem and there is nothing to be done about it. It is truly too late.
People, if you have ever bought anything from any merchant (not just iTunes) and registered your account with the merchant using an email address from your employer, and that email account is still active, do this:
Get a free email account from Google Gmail, Yahoo, Hotmail, or another free email service.
Log in to each account with a merchant and change your account's email address from your work email address to your new extra email address from Google, Yahoo, etc.
Only ever buy anything on an account that has your free extra email address as the registered email address.

The iTunes store has a 'Purchased' section that you can use to view and re-download purchased music.
Open up iTunes on your computer and select iTunes Store in the sidebar. In the iTunes Store homepage, click the Purchased link in the Quick Links box on the right:
Once on the Purchased page, select the Music tab on the left and the 'Not on This Computer' tab on the right. Select All Songs in the list on the left and click the Download All button at the bottom of the page.
Once your downloads finish you should have all your music in your library, ready to be synced to your new iPhone.

When you say they "don't work" where exactly is this happening? Have you tried logging in directly via the apple website? Eg, (I forget the precise url, but) if you try http://cloud.me are you able to login with your old credentials there?
Have you tried via alternative mediums: iTunes directly (ie not via the phone)
And are you sure it's not an authorisation issue in that you have too many authorised computers/devices
Finally what happens if you try "forgotten password" on the website, does it say the old accounts are invalid?
