I have a cell, the value is 90.90,
I setup a continual highlighting for different value, one is suppose to be greater than or equal to 99.90.
however I don't get this one to work as 99.90 is automatically change to 99.9 (even though the cell remain to 99.90)
How can I fix it?

If I understand your question:
Instead of referencing itself, reference the formula that created the amount.
So, E8 appears to be B8-F8, correct? Then the formula for E8 can be:
=HVIS ( D8;"";B8-F8 )
This will return Null or empty string without the self-reference error.

The OP does not specify how TRUE or FALSE are represented in the cell, but as was stated in another answer, using text is rule will work. This also works for checkboxes, they resolve to TRUE and FALSE as well.
This works for the result of a formula returning the text TRUE or FALSE. If one is using numbers for Booleans, i.e.: 0 or not 0 then use a number rule.

I tried this and even though 99.90 is changed to 99.9 in the conditional highlighting rule, it works perfectly even if the value in the cell is 99.90.
