My iMac has two non-matching displays. When I connect from my iPad using iTeleport, only one of the displays is visible. Is there some way to configure Screen Sharing so that both displays will be available?

Since the Screen Sharing feature seems to be the only one unable to connect, the best way to diagnose its behavior is by using the application directly.
Please, launch screen sharing located in:
/System/Library/CoreServices/ScreenSharing.app
The application has no visible "UI" so don't expect a fancy Cocoa interface. Instead, once you have loaded it, all you'll see is this "poor" icon in the Dock:
Click on it and then go to Preferences in the Mac menu bar. You should be presented with:
Notice the second option to only encrypt passwords and keystrokes. That's fine, but as you can see, there's no option to skip encryption altogether. Some VNC versions have incompatibilities with encryption, but this would be rather shocking since you're talking about OS X vs OS X.
In any case, once you have the settings like that, try connecting, again, in the menu bar: Connection -> New (or ⌘cmd + N).
A simple dialog appears asking you to enter the Host's name. Following your screenshots, try: 192.168.1.99 and hit enter.
We'll see what happens from here. Also, have the Console.app open on both computers, to see if there are any System messages going on (or anything related).
Things that have helped me with isolating the failure and eventually getting screen sharing working again:
isolate the network - turn off WiFi and connect the two machines with one ethernet cable. This eliminates ports (other than internal firewalls), DNS, and network issues from mis-routing the traffic.
Turn off screen sharing and remote management and set it up again changing the password to be sure the new password and sharing permissions are set for all users or your specific user.
- Watch the logs in console app - the bonjour daemons, screen sharing daemons and network errors are all logged so you might get a clue if a program is having problems accessing a keychain or other issue
- Add in a new user to isolate the desired user's preferences and files - it could be something corrupt in the desired user and you won't catch that unless you make a new account to isolate that potential cause.

This is probably not a problem with Screen Sharing, but a problem with iTeleport. Using screen sharing's default setup, I can see both of my iMac's displays from another computer:
And, it appears that iTeleport also supports multiple displays (see their FAQs).
I suggest that you check the connections to the extra display, and see if there are any settings for iTeleport.
You can also look at the Screen Sharing preferences by opening
/System/Library/CoreServices/Screen Sharing.appand going to Screen Sharing-> Preferences. However, it doesn't appear that that allows you to change which display(s) are used.
