Does anybody know if I can create a keyboard shortcut to toggle "Use balloons to display changes"?
Also, is there a webpage where one can vote for features for the next Word release? I want to have the option to show only comments in balloons and not deleted text that existed in previous versions back.

You can get pretty close to what you want by turning off balloons.
In the "Track Changes" section of Word's preferences, uncheck the button that says "Use balloons to display changes."
Now additions and deletions are shown inline, and comments are shown as highlights with a reference.
You can view the comments by hovering over the highlight.
Or, you can display the "Review Pane" and view the comments (with additions and deletions interspersed) over there. Less distracting than balloons, though.
According to this blog post, you can create a file called ~/Library/KeyBindings/DefaultKeyBinding.Dict (you might have to create the KeyBindings folder in your Library folder).
In that file, you need the following content:

Not all programs that use text fields will use the default keybindings, but this will help with many programs.

There is not one. But you're in luck, because you can assign one using
Tools -> Customize Keyboard. See the example below.
