You didn't mention which version of Numbers you were using. Here are general directions to create a custom cell format in both Numbers '08 (1.0) and Numbers '09 (2.0).
In Numbers '09, once in the Custom Number Format dialog, drag a few integer elements into the format box. Pull the menu down for each, and choose Hide separator. On the appropriate groups, change the number of digits to two.
If you're not mixing with USD and prefer India's conventions, a much simpler approach is in the Language & Text panel of System Preferences. Choose India from the Region menu, and any cells set to Currency format will not only have the correct symbol, but the correct groupings. Of course, then if you want USD formatted correctly, you'd need a custom format for that - so use whichever region is most appropriate to the bulk of your content.
It's the alt/option key.
Think of it as a switch in circuit diagrams.

If you're just looking for the Unicode versions of Mac OS X keys, you can use this Apple support document to copy and paste them:

You'll find it under Edit -> Emoji and Symbols in any program that takes text input. The Command key symbol can be found by searching for it's name "place of interest". To insert the character, double click it.
If you're really hardcore and are looking for a way to type the character by entering the Unicode hex code, this is possible:
Go into System Preferences -> Keyboard -> Input Sources, click "+", scroll to "others", select "Unicode Hex Input" and click "Add"
From the input source selector in the menu bar, select "Unicode Hex Input"
To enter a Unicode character, hold down option and type the 4-digit hex code for the character and it will be inserted. In this case, it would be option+2318.
