MacOS – Shortcuts for # and $ not working on Turkish keyboard layout

My keyboard layout is "Turkish QWERTY PC" and the problem is that I cannot type the special symbols being typed by using ⌥+3 and ⌥+4 which are "#" and "$".

I opened the key viewer and typed ⌥+3. It then says that I typed "#" but that's wrong.

Is there any solution to fix this?

I am using a Macbook Pro running Mac OS X 10.6.8.

Do you have the Logitech Control Center (LCC) software installed?

if so uninstall it and see what happens.

(I had a few issues when I had it installed with crashing and strange things happening to my keyboard (I only had a Logitech Mouse) which at the time all the knowledge on the interwebs told me was down to LCC being a pile of horse puckey.)

Edit: There is now a new version of Programmer Dvorak that works with key combinations like ⌃A, so the instructions below are no longer needed.

◊ Option modifier is currently non-functional. Also, you cannot replace a default Roman layout with this one. Control keys should now be functional.

Option worked everywhere I tested, so non-functional could just mean that states under option don't output non-ASCII characters. If you want to disable all other input sources, you can edit the HIToolBox plist.

Instructions for older versions of Programmer Dvorak:

Open /Library/Keyboard Layouts/Programmer Dvorak.bundle/Contents/Resources/Programmer Dvorak.keylayout

And add this to modifierMap:
