Is there any software to put certain "widgets" on the desktop, such as notes or a clock? I would like to have apps permanently affixed there, rather than being open as separate apps or hovering over other windows.

YEah! I found the solution.
Turn Off “Dashboard as a Space” head to System Preferences > Mission Control. Uncheck the “Show Dashboard as a space” box and you’ll have the widgets back.
Then again you can go to terminal en type in: defaults write com.apple.dashboard devmode YES hit return/enter then type in: killall Dock (mind the capital D in Dock) That's it!
System Prefs > Desktop & Screensaver > Desktop can rotate pictures from any specified folder, natively - no widget required.
Tracking your IP can be done with many tools - this one from dynDNS might do the trick [not something I've ever used as mine is static] Dyn Updater

In some versions of Mac OS X it is possible to detach widgets from the Dashboard and leave them on the desktop.
Enable Dashboard Development Mode
defaults write com.apple.dashboard devmode YESkillall DockThese steps were originally for Mac OS X 10.4 but this technique is reported to still work with 10.8, Mountain Lion.
