I would like to remap the capslock key to behave as such:
It is the behavior from the "French – Numerical" layout, but I need this on a U.S. keyboard.
It seems (only) the input source "French - Numerical" will behave like Window Caps Lock (with iNVERSE sHIFT):

But note that this will come with a rather unusual keyboard layout (at least for me).

Open Ukelele and save your (current) layout to a file (e.g. by "New from current input source" and "Save"):
Open the .xml file in a text editor and find the mapIndex that you want to use for the combination ⇧ + ⇪ (shift + caps-lock). For German I used mapIndex="0". Insert this line:
<modifier keys="shift caps"/>
Find all other occurrences of this combination and comment them out (or delete the lines). Again for German it's:
<keyMapSelect mapIndex="1">
<modifier keys="anyShift"/>
<modifier keys="shift rightShift? caps? rightOption? rightControl"/>
<modifier keys="shift rightShift? caps? rightOption rightControl?"/>

Re-open the modified file with Ukelele.
Here is a comparison of the "German" layout before and after the modification:
Follow the instructions in Ukelele to create a new input source (Name, ID, installation).
I didn't test the modified file, should work though.
Not exactly what you're asking for, but I use
System Preferences - Keyboard - Input Sources
to add Greek & other layouts, and tick the 'Show Input menu in menu bar' option. This results in a pretty menu with keyboard layouts marked by national flag. And, a ctrl-cmd-space shortcut to cycle between them.
Also:
System Preferences - Keyboards - Show Keyboard and Character Viewers in menu bar
for all other typographical symbols

Not natively, as far as I'm aware.
Though I don't think it'd be easy, I guess you could use an app such as Ukulele. I suggest the stable 2.2.8 version, since the 3.0 beta might crash when changing modifier keys.
I think this is the way to go simply because Apple probably did some fancy trickery to make this work for the French layout, so if you base it off of that, you might be able to "trick" the system into accepting the new one.
Note: Since we're not entirely sure this'll work, I'd recommend only changing a couple of keys to be begin with, as a "proof of concept" (Then, obviously, if it works, simply finish the layout and repeat step 5 and 6).
