I'm disabling the cache from Safari developer menu, but each time I reboot my computer, the cache is re-enabled.
I'm looking for a permanent solution for disabling the cache.

So it appears that Flash is still the main culprit - if you enable any flash in ClickToFlash it stays resident in memory.
Following Gruber's advice on Daring Fireball, I've disabled Flash entirely on all browsers except Chrome and this seems to have helped immensely
You can disable the Guest account at startup in System Preferences -> Security & Privacy -> Advanced (the button at the bottom of the screen. The checkbox says "Disable restarting to Safari when screen is locked". I believe that it leaves the iCloud settings unchanged.
This works without changing iCloud.

This prevents Safari writing to the cache.
