I'm trying to insert a non-breaking hyphen into a web app in Google Chrome. The key sequence is ⌘⇧-. Whenever I type this key sequence into a program (tested Notes, Textedit, and Chrome itself), it is interpreted as ⌘-, which is mapped to either reduce text size or zoom out. How can I enter non-breaking hyphens without using the character viewer and why does this peculiar behaviour occur?

Firstly, I'd check which keyboard shortcuts are documented for zoom in/out in the relevant menu. My View menu (in Aperture 3.4.4) is as shown below: note the keyboard shortcuts to the right of the menu option.
I read that '=' is shift-0 on a Swedish keyboard. On my UK keyboard, '=' has a key to itself (pressing shift-= produces '-'), so I'd guess that the issue is to do with the shift key.
So, secondly, a different approach -- if we can't work out how to generate this key combination on a Swedish keyboard, I'd suggest changing the keyboard shortcut. To do this, go to Apple menu > System Preferences > Keyboard > Keyboard Shortcuts. Select Application Shortcuts on the left. Press the '+' button, then select Aperture as the application, type Zoom In for Menu Title (making sure you get the spellling and capitalisation exactly right), and then type the key combination you'd like to use in the Keyboard Shortcut box.
Finally, if you are eligible for software support, I'd suggest calling AppleCare and asking them for help...
CMD + mouse wheel in most cases doesn't increase the font size, it's usually in most circumstances a 'zoom' in. Increasing the font size system wide isn't possible without setting it specifically for Applications (if you know the menu title) in keyboard shortcuts. However, you can emulate a system wide zoom in level with a double tap of the mouse (if your using magic mouse) by turning that system feature on in:
System Prefs > Mouse > Smart Zoom
Or you can take advantage of Accessibility feature which is turned on by default by zooming the window in:

To emulate this with a mouse scroll event go to :
System Prefs > Accessibility > Zoom
You will a list of options for you customize your scroll events.
'Use Gesture Scroll Events' will be greyed out by system default. Select this option to enable it. Choose which primary key to function from, OSx will take care of the rest (directional zoom). As you can see you can customize furthermore with picture-in-picture etc to better service your need

To enter a non-breaking hyphen in Google Chrome just enter
‑: ‑ (<- check the source by opening my answer in the edit mode).The underlaying web app has to support this though.
A universal method to enter a non-breaking hyphen for all apps is to enable "Unicode Hex Input" from System Preferences -> Keyboard -> Input Source, choose it in the menubar and enter alt2011.
For Apple and probably some other apps you may set up an auto correct entry like nbhy -> ‑. You have to type nbhyspacedelete to add a non-breaking hyphen then.
With apps like Karabiner or Ukelele you may reduce the effort by remapping key strokes.
I still have to investigate the behavior to add an explanation why this happens.
