In Lion Mail there is supposed to be a "show format bar" button at top right of a new mail window. It is not there for me. How can I get it to show?

This function was removed by design. Lots of people want this back, so perhaps an add on or secret setting can be discovered later, but for now, the answer is no.
You should be able to do this by going to Mail Preferences > Fonts & Colors and selecting the following option:

You have to customise the toolbar and add the format button.
Drag the format button to the bar:
And when you compose a new message, you can click on the format icon:
And the bar will appear.
