I just found out about the ^1, ^2 etc. keyboard shortcuts for switching to desktops.
Those only do desktops though.
How can I set-up keyboard shortcuts to switch to spaces?
E.g. full-screen safari is space 1, desktop is space 2, safari's fullscreen video that's being played is space 3.
If you want this for a specific app, you could use an application like Keyboard Maestro to set up a shortcut to switch to that application.
If you want this for every app, I don't think it is possible at the moment. It may come with an update (as the ability to manually re-arrange spaces in Mission Control).
Waiting for a better solution, you can still use ⌃→ and ⌃← to navigate between spaces (including fullscreen applications).
Full screen apps do not count as a desktop.
So if you set up looks something like the above, you can not switch to desktop 2 because there isn't one. What you have is one Desktop and two spaces.
If you want to be able to switch between full screen apps, without cycling through each space you could change your Mission Control settings.
By checking the highlighted box you can switch full screen app spaces by using the command+tab keyboard shortcut.
Also, in order to create a shortcut for Desktop 2 you need to have at least two desktops running open before you open System Preferences.

I'm afraid this is one of those features that was just really badly thought-through from the outset, when the new fullscreen paradigm was added, & hasn't been fixed yet.
Best you can do is use the number keys to get to the last numbered Space, then Ctrl ⌃ → to get to the fullscreen Space you require.
Yet another reason I never use fullscreen.
BTW, according to your Shortcuts picture, you only have one Space set up. The Ctrl ⌃ [num] shortcuts are added automatically [but not activated by default] as you add each potential Space.
