MacOS – iCloud Photos process restarting continuously

I noticed in Activity Monitor that the iCloud Photos process is stopping and restarting a few times every minute. The PID is marching up at a pretty regular pace. When a new iCloud Photos process starts up, it uses the CPU for a bit, so I'd like to stop it from running.

Is there any way (a defaults setting?) to prevent this process from running? I don't use iCloud in any way and all of the iCloud services are unchecked in the System Preferences.

I think I've resolved this by installing iPhoto (fortunately I had paid for it before when I wanted to use it before changing my mind), enabling Photo Stream in the iCloud Systems section (without iPhoto I couldn't do this), leave it for a minute then disable Photo Stream. The iCloud Photos process disappeared from Activity Monitor and has stayed away.

It's odd that the preferences could get messed up if you don't want iCloud, but sometimes writing the in-correct settings followed by the correct one clears the bad setting.

There is a command execsnoop that you can run in a terminal window. Like so:

sudo execsnoop -v

A more detailed log of all that is going on requires a bit of dtrace hacking, as you need to track the fork and _exit system calls as well.

Edited to add a bit of explanation: Processes don't “start” on a unix system. New processes are created by the fork system call, which results in the calling process being split into two (almost) identical processes. One (the parent) keeps its PID, while the other (the childe) given a new PID. The most common reason for a fork is for the child to exec a new program; it's this fork+exec combination that you most commonly think of as a new process starting up. This is why you need to track three system calls (fork, exec, _exit) for the complete view. But just tracking exec, as execsnoop will do, seems sufficient for your purposes.

NOTE: This is only a partial answer, so any other info as to why this happened could be good for others with this problem.

Literally, upon simply plugging in the power cord, all symptoms immediately stopped. (Battery was well above 10%.)

CPU usage dropped to normal levels.
Resulting sluggishness stopped as well.
