I often have to copy-paste files from 2 finder folders. I use the cmd + ` shortcut. But it cycles through Window 1 > Desktop > Window 2.

Update: As shown in File Menu and being consistent with the rest of the macOS shortcuts, command+T will open a new tab. Tabbed Finder was introduced in OS X Mavericks in 2013.
With the native Finder app that comes with OS X is not possible to have tabs.
If you really need them you can use some Finder replacement app, like TotalFinder or PathFinder (both not free).
You have several different options:
Create Finder Window with a Shortcut
While this doesn't solve your problem with the dock, using a keyboard shortcut can be much faster and can help in your workflow.
Activate Finder by clicking the desktop background
(If the desktop is cluttered with windows, pinch out to clean it up and then click)Use the New Finder Window shortcut: ⌘ + N
Disable Spaces Auto-Switching
Uncheck the Missions Control preferences checkbox to switch to a space with open windows for an application:
On a side note, this does not effect the Finder if you have the Assign to all Desktops option selected. Link Here

Desktop is a folder, so cycling between active folder is an expected behavior in Finder. The only way to achieve what you want is to hide Desktop by entering the command below.
After this, cycling between window will happen to the folder you’ve opened. This suggestion is recommended only if you don’t use Desktop to place temporary files.
