I have added an oval to an image in Preview and would like to either send it to back or change its transparency:
Well maybe the transparency were asking too much of Preview – but the others?
Why are they disabled? Is there a way to get the oval to not blot out the area it covers?

Right-click it, go to the Open With menu, and choose Safari (or your other favorite Web browser).
It should open quickly, and will play the animation.
No internet connection is required if you have a local copy of the image.
My recommendation isn't a keyboard shortcut, but an easy way to send files between applications. Simply grab your file's icon at the title bar (proxy icon) and drop it on the app's dock icon (doesn't matter if the application is closed or open):
Subsequently your app will open (launch if the app is closed) and open the given image.
It works on all sorts of apps with all sorts of files. If you have several versions of Photoshop, simply drag it to the one you please. Hope it's useful!

To make it transparent, open the color picker on the very right, and chose the white square with the red line through it.
The other options are disabled because there is no object underneath/above it to send behind/in front of. The image itself you are editing does not count as an object.
