Is there a way for me (as not an enterprise) to seamlessly share/remote access one window on my Mac from my Windows PC? I know Citrix has a version of this, but I'm not able to get their enterprise software.

What I want to do is having remote access from a Windows machine on the same network as the Mac machine. But the remote access shouldn't be just a full screen remote as VNC or TeamViewer. I want to share/remote into just one application which I have on my Mac.
Not even the official Microsoft RDP Client for OS X supports this; in fact that product still cannot do Terminal Services Gateway connections that were introduced with Windows Server 2008
But the answer to your question is, yes there is at least one client that promotes full RemoteFX implemetation in their OS X client (and incidentally also TSG), and that's iTap Mobile RDP. It is a commercial program however there is a trial version available from that page. Update: it looks like iTap don't fully support RemoteApp
The only other client I can find is one by Thinomenon. Their free client supports all versions of the RDP protocol up to 7 (RemoteApp requires 6.1 or greater)

Yes, it is possible to give a user restricted access to your Mac. That's what parental controls are for (http://support.apple.com/kb/PH11471):
You may not want all users to have unrestricted access to a computer, the apps on it, or content from the Internet. For example, you may want to prevent some users from changing their user settings or limit the apps they can use. To manage what a user can do on a computer, you use parental controls.
To configure it, as explained in the link above, create a new user for your colleague and turn on parental controls:
Choose Apple menu > System Preferences, click Users & Groups, click the lock if it’s not unlocked, and enter an administrator name and password. Click Add (+) below the list of users, choose “Managed with Parental Controls”:

To restrict the apps the new user can open, click the App tab and limit the applications the new user can open. You also could select simple Finder to further restrict the new user's environment:
Now configure your Mac so that two people can use it at the same time:
Enable Screen Sharing in System Preferences>Sharing:
One of you must log in remotely using VNC. Install it on another computer and connect to your Mac. You will get best results if both computers are on the same network and if the apps you run don't need much graphic power.

I think that 'seamlessly share/remote access on window on my Mac' would benefit from some clarification about specific user scenario (is somebody at remote machine etc).
There is professional grade TeamViewer which is free for personal use which includes option to share whole screen or specific application window.
There is possibility to use Microsoft Teams to share from chat or meeting desktop, window or file.
