In previous releases of OS X, you were able to remove an icon from the dock by just dragging it off. However, this does not seem to work anymore.

Hmm, depending on how precisely you formulated the question there are several possible answers:
The Applications folder is missing from the Dock
- Navigate to Computer in Finder (Shift-Command-C)
- Open local hard drive (usually called "Macintosh HD" or computername)
- Drag the Applications folder to the Dock (near the end where the other folders and the trash are located)
- Right-click the folder in the Dock and select show as folder
The Applications folder/link is missing from the Favorites list in any Finder window
- Step 1 and 2 as above
- Drag the Applications folder to the Favorites list
You are actually missing the Launchpad icon from the Dock
- Step 1 and 2 as above
- Open the Applications folder
- Locate Launchpad and drag it to the Dock (near the beginning this time)
There is no easy way to do this, but there is a little hack :)
- Navigate to /System/Library/CoreServices/Dock.app/Contents/Resources/
- Backup DockMenus.plist
- Open DockMenus.plist in your favorite text editor with root access

Open Terminal and run
killall Dock.Right click on Finder icon in Dock - Bingo!
p.s After Dock restart (manual relaunch or mac reboot) you need manually remove Finder icon from Dock

This is actually still possible; however, a safe-guard to protect novice users has been added. There is now a minimum distance that you need to move the icon away from the Dock for it to be removed.
Once that distance is reached, the cursor will show a wrinkled paper icon.
Simply release the mouse then, and the icon will be removed from the dock normally.
Alternatively, one can still use the context menu of the icon (right-click or long-left-click the icon to make it appear) and go to Options > Remove from Dock.
