When a file attachment window for Gmail in Chrome pops up, it goes behind the dock and it is really difficult to hit cancel – I can do it, but only the very top part of the button.
The window can't be moved because it is a pop-up. Is there a way to keep this from happening? My example is Gmail, but I think it has happened in other instances, too.
I am using OS X 10.9.2 on a 2012 MacBook Pro and Chrome Version 34.0.1847.131
Here's a few things I would try:
Do basic system maintenance (repair permissions, clean caches, run daily-weekly-monthly maintenance scripts). I like ONYX (http://bit.ly/eCzYfj) for doing this, but there are plenty of other options that do the same thing.
Make sure you have at least 20% free disk space. If not, try clean up and free some space.
If things are still slow, try creating a new user account and logging in with that. If that account runs much better you still have some cleanup to do.
Check your login items (in system preferences, User & Groups). If there are login items you don't recognize/need try disabling them.
I would also look into investing in at least a 2MB memory upgrade. Not too expensive and it looks like you could use it.

If you mean this menu
you can show it immediately by just secondary-clicking (which usually means right-clicking) the Dock icon.

Hide the Dock using ⌥⌘D, then drag the bottom of the pane upwards. Unhide the Dock with the same keyboard shortcut, then interact with the pane normally. The pane should remember its size for next time.
