I would like to assign a keyboard shortcut to an Automator created service.
Example: Using my text editor, if I press F5, I want it to launch a reload Chrome tab service as explained on Stack Overflow Mac: reloading document in Chrome or Firefox?, but without activating the normal function associated to this key in the software.
If you don't want to use any third party apps you are really complicating your life. Although I think it's possible.
1) Open Automator and create a new Service. In your workflow you want to Run Applescript. In there you tell it to press the keys you want.
Once you save it as a Service you can then set up a keyboard shortcut for it in System Preferences. It should automatically show up under the General group. Make sure it's enabled and give it a keyboard shortcut.
I have gotten this to work by testing the Show history function Cmd-Y. Hopefully the above isn't too cryptic.

One possible reason is that your user account has lost rights to change services preferences file (some buggy installers can cause that). Open Terminal and type
ls -la ~/Library/Preferences/pbs.plist
If you see that the owner is root, that is the problem:
-rw------- 1 root wheel 1407 Jan 16 13:40 /Users/me/Library/Preferences/pbs.plist

In that case, you can fix the problem by typing this command (replace me with your user name; you will be asked for your password):
sudo chown me:staff ~/Library/Preferences/pbs.plist
