After upgrading to macOS Sierra I've noticed that my mouse cursor tends to lag, grab or stick to links when traversing over a web page. The effect seems mostly pronounced in Safari but is exhibited in other browsers as well. Anyone experience anything like this and know how to change or disable the effect?

Since this seems to persist, you might need to perform some more troubleshooting to narrow it down:
- Test by creating an entirely new user account on the Mac with the problem and see if the issue is repeatable.
- Log when and where the issue happens (assuming it's not a 100% guaranteed item that you can make happen any time you want in 5 seconds of setup).
- Install a clean OS onto an external USB drive and see if that setup has the issue.
- File a bug or work with Apple to isolate the issue further.
The clue that the screen recording is clear, but the artifact is visual seems like a great thing to capture with a video recording of the screen and a simultaneous camera recording of the image from the screen. The frequency and placement of the issue might be enough for someone else to diagnose a likely culprit.
I don't know of a program that works system-wide, but if you use the terminal moderately, iterm2 has this feature. Pressing Command-/ once will show the cursor with some screen fade, and pressing and holding it will white out everything on screen but the cursor.
Alternatively, not the same as fading, but there might be a way to have your text editor highlight vertical and horizontal columns. (Here's a plugin for sublime).

This happened to me when my cursor size was above normal. Check System Preferences > Accessibility > Display.
