I was interested in recycling my Macbook Air Intel Core i7 1.7 GHz 13" (mid-2013), however, when I went to get started on the recycling program, this model was not listed. I was just wondering when it would be available to be recycled or if I was doing something wrong or missed something.

Yes - I have routinely used up to 4 self powered devices one one FireWire port.
Tom's hardware report that at idle most laptop sized spinning hard drives use less than 1.5W idle and less than 4W at peak - so firewire should start to run out of power between 8 to 10 drives chained together assuming your mac is putting out at least 80% of the design power and they don't all spin up at exactly the same time.
I have done some in depth analysis for the same error on my MBA.
Basically there seems to be a MBA software problem somewhere in the Airport application.
In my case it looses the last digit of the Network Name (SSID) and then it claims it can not find it (what a surprise).
Then it issues the generic Connection time out Error.
Here is what it looks in my Console:
The actual name is Eurona900850808-81 as shown in the WiFi scan.
I would check the Console report on your computer to see what is going on.
If you need help how to get the report on your computer let me know.
I have been able to partially overcome this issue by disabling the Auto Join, and Auto remember networks.

The Frequently asked questions about the Apple Reuse and Recycling Program page says (emphasis mine):
We can infer that it's at Apple's discretion to provide free recycling for specific Apple hardware (or non Apple hardware). There is no fixed time line for product ranges to be eligible for recycling through Apple.
Since the MacBook Air Mid 2013 is not listed in the list of MacBook Air models that can be recycled through Apple (the latest at this point being the Mid 2012 model), your choices now are to sell it to someone else (since it's a recent machine and has a lot of value left) or recycle it for free through Sims Recycling Solutions (which means you get nothing for the Mac, as opposed to the standard process where Apple evaluates the value of the Mac and sends you a gift card if it has any value).
