Last night, I heard a spark noise while my mac power adaptor was connected, and the charger stopped charging my machine. There was no light on the connector. I should also say that the cable attaching to the adaptor was torn. So after reading instructions for dismantling the charger, I cracked it open and cut the cable before the plastic piece inside the charger. Then, I tested if the AC charger was having any output DC voltage with a multimeter. But it did not detect any. Now, do I have to assume that the unit is dead or is there some fuse which needs to be replaced?

You can use it, but how much actual charging goes on may be minimal. It depends how much power your MBP is drawing (i.e. if you're doing CPU or graphics intensive tasks, you'll draw more power, thus less charging), but I suspect the 45W won't do much more than slow the rate of battery drain. If your MBP is asleep or turned off, it should charge the battery, just slower than the standard charger.

The MagSafe board is a very easy repair for someone who has patience and a small amount of training fixing any computer at all. The MacBook Pro aren't as fidgety to repair as the iMac and MacBook Air (where I would say you should be a skilled technician with official training materials available to work on them reliably).
You're looking to replace this with a handful of screws turned.
Go to iFixit.com and look up the repair guide and parts list for the DC in board and you will know if you have the skills to find the right part, the right tools and the right manual to undertake this work. Otherwise, pay a local technician to do the job/source the parts/give you what they feel is a good guarantee. As for the adapter, buy a new or used one on the aftermarket or from Apple. When the cord is crushed and frayed, it is designed to fail in a way that won't cause a fire hazard. I wouldn't mess with that end of things or with repairing the transformer itself.

There is a fuse in the charger, but replacing fuse is not recommended.
And this is not the only surge protection unit. I recommend to test with another working charger and your mac and if your mac works well with another charger, then get another Apple charger.
