I have a portable power bank and I can charge devices via USB on it. Is there an adapter to change a 3 prong charger to a USB, so I can plug my Mac into my power bank? A Mac air charger that can plug into a USB port would work as well.

A similar thing happened to my MacBook Pro - from around the same era.
The only other thing I would suggest is trying a few different wall power outlets and making sure those outlets are working (like with a lamp).
Other than that the unfortunate diagnosis is that your MacBook will most likely have a dead logic board. On the Airs, I am pretty sure most things are directly integrated to the logic board:, RAM, CPU. But the SSD is removable and you could take it out and put in into another Mac to get your data from it, if need be.
It looks like this particular product (uniHub-C) has its own idea about compliance to USB specifications. The designers seem to cut off the USB 2.0 part of the VIA hub design. First sign is that their marketing blurb doesn't mention support for legacy (HS, FS, LS) devices, which is strange - in marketing, more is merrier. Second, the web page shows some goofy "USB Super-fast" logo, which in no way corresponds to the official USB-IF certification logo,
I suspect you fall for a wrong device.

Most MacBook use MagSafe charging which doesn't operate on the same voltage as USB - so the vast majority of battery banks that charge anything USB won't work. There are some inverters that would power the adapter using 120 or 240 VAC but those are quite large.
Only the new MacBook with USB-C connector is low power enough to charge over the new power delivery specification for USB 3.1 that generally is supported along with the change to USB-C connector. Any charging bank would need increased power than what is used to charge most any mobile devices made in 2015 and earlier.
