I've been working without a mouse for several days and almost everything has been fairly easy to manage with keyboard shortcuts. There are two exceptions:
I'm unable to find a keyboard shortcut that moves the focus to either of these windows.
(EDIT I am on macOS Mojava)

Thinking outside the box:
If the only reason you want the keyboard shortcut, is to avoid your mouse, have you considered a trackpoint keyboard?
Because I had RSI in the past, trackpoint keyboards are about the only ones I can use (even at clients, I usually bring my keyboard, or work from my laptop that has such a keyboard).
The big upside of those keyboards is that you don't have to take your hand of the keyboard in order to use the mouse.
For trackpads I still need to (somehow using my thumb is far less accurate on trackpads than using my index finger, o I still need to lift my hand for pointing).
It takes a little while to get used to a trackpoint, but I can't do without them any more.
USB trackpoint keyboards work equally well on Mac and PC.

If you enable full keyboard access in System Preferences, you can press tab to select the buttons.
I don't know how to focus the windows though. They can't be selected with ⌃F4 or ^F6. I was going to suggest Witch, but it doesn't show them either.
This is a bit of a hack, but you could assign a shortcut to a script like this:

Password dialogs are shown by SecurityAgent, Gatekeeper and quarantine dialogs by CoreServicesUIAgent, and the force quit window by loginwindow.

I don't know any shortcut, but there is a workaround how you can use keyboard only to focus it. You may enable mouse keys - press 5 times Alt key and then use keyboard to move the cursor.
Alternatively you may install some third party tool to control the mouse. My recommendation goes to Karabiner Elements, because I use it for bunch of other useful staff. Once you install it you should add Mouse Keys Mode.
There is also https://github.com/h2ero/XEasyMotion but I haven't used it personally.
