it seems that you your macbook pro is running mavericks but is not supporting it natively (guessing so because "allow bluetooth devices to wake this computer" is greyed out)
you can try to
- on your MacbookPro; in BluetoothSettings, "connect to Network" your already paired iPad.
AT THE SAME TIME
- on your iPad, in the Bluetooth Section of your General Settings, click on your Paired Device , e.g.. Macbook Pro.
you really should try to tap simultaneously; then normally, it connects.
with my iPad, this generally works very well.
with the above Settings that you already installed, e.g. Internet Sharing active via Bluetooth Pan and Bluetooth Pan active,
Your Internet sharing should be succesful;
sometimes certain dongles and OsX'es just don't work very well together.
If you use a ThirdPartyUSB BluetoothAdapter, you might need to deactivate the Internal Bluetooth Adapter.
To to do so, download HardWareIOTools via Apple Developer for your Xcode and use the Bluetooth Explorer Utility. (select "HCI Controller")

Apps can't be stored on an external drive1. In fact, not much outside of media can be stored externally, especially without jailbreaking.
With jailbreaking, you can mount the external drive as a volume with iFile, which lets you store files on there. However, many apps crash when attempting to access files stored outside a sandbox by means of symlinking due to security restrictions.
Basically, it's nowhere as simple as external drives with OS X. You won't be able to do much with an external drive, and even less if you don't jailbreak.
The iPad Camera Connection kit with its SD card reader and USB port was not designed for storing files from the iPad — it was designed to import media from a camera. There are specially-designed drives for iOS devices, but they're for storing media, not apps or app data.

First, you should update your iPad to the latest iOS system and then if it still takes up you much space, I guess maybe there is much junk files or "other" storage on your iPad Air. You should know what is the Other storage clearly firstly. There are just too many things that require physical storage. That's why Apple chose to lump a lot of things into the "Other" category.
