I use the MyPhoneExplorer (MPE) utility to send SMS/text message from my Windows host through my Android smartphone connected to the computer with a USB cable. It's a no-brainer.
A friend of mine has an iPhone and a Windows laptop: I was wondering if there's an equivalent to MPE that can work with an iPhone:
Connecting both hosts (Windows laptop + iPhone smartphone) to wifi just for this is overkill.

I've tested this with my own Nexus S (2.3.6) and Lion 10.7.2. It works great!
Also, no root access is needed.
You really have to give credit to the developers. They went as far as to write drivers for Mac OS to get this work!

If you are connecting through the Personal Hotspot on iPhone, it will switch to using the cellular data network that your phone uses.
This is the nature of how the Personal Hotspot feature is designed. See this article on Apple's website.
So in your case, your laptop was not piggybacking through the wifi connection on iPhone. It's an unfortunate design choice but as far as I know a current limitation. Maybe with a jailbroken device you could get past that but doesn't seem worth it for this case at all.

Not without jail breaking the iPhone. There are numerous tweaks available on Cydia (jail break equivalent of App Store) that enable this functionality.
iPhones and a Mac computer will both send SMS messages natively from your phone number, but this isn't available on Windows.
