IPhone – Automatic Wi-Fi/LTE switch based on signal strength on iPhone

No - the sim card only provides an ICCID number to the phone. That number is read once per boot as the phone just uses the sim to identify what account to bill for service when registering with the nearby cell towers (IMEI and ICCID together let the system know what number to assign your phone and who to bill).

Something else must be causing your observed behavior.

Keep in mind, there is no guarantee two phones in the same location are not on distinct cell towers. Especially if one tower is overloaded or doesn't have high speed data so the phone /carrier might pick a faster connection that happens to have less bars of signal.

What does your carrier say if you call them for a site survey / diagnostic?

Not saying this is ideal or works well. But Just to give you an idea.

You can use command line tools to write a script that checks the strength. and then changes the network as needed.

To get the strength you can use this command line code:

/System/Library/PrivateFrameworks/Apple80211.framework/Versions/Current/Resources/airport -I |grep -i "agrCtlRSSI:"

Look at the man pages for /usr/sbin/networksetup for changing the setup.

As an example here is a quick applescript. It only runs once as it is only an example of use. But in your script I would do it as a LaunchAgent There is an app called lingon that simplifies the writing of LaunchAgents. LaunchAgents can startup apps, run scripts at specific times, regularly or when something happens.
