I am planning to buy iPhone 11 Pro in US and move to India.
If I buy the iPhone and add AppleCare+ with theft and loss coverage, would I be covered in India?

No. CDMA will only work of you buy and activate your 4S device onto a CDMA carrier.
The FAQ shows that when you activate the phone it will choose one technology for coverage in country. GSM Registered phones will roam on GSM as will CDMA phones. Sprint should work in 35 unnamed countries and Verizon in 40 at launch.
Apple's self-solve web portal can tell you whether any Apple product is currently under warranty or covered by an AppleCare plan. It can also tell you when the coverage ends and help you setup an appointment to get your problem looked in to.
You'll need to know the serial number for your Apple product to look up the coverage. There's an Apple support article on how to find this identifier for all the different bits of hardware Apple makes.

The theft plan is specific to each US state, so you might have to read the entire document so you are comfortable with it.
Just as in the past, the plan may not cover you outside the country of purchase per the contract wording for the state of Minnesota plan.
Assuming you have any coverage event other than loss, the new coverage looks the same as in the past. Covered wherever you are, but if you seek service outside US you either have to ship it back on your dime or accept local services if offered.
