When I scale a screenshot of the same image from my iPad 3 retina to that on my MB Air the resulting image appears more saturated (unsure if it's a uniform saturation). Why does this happen? Can I transform my screenshot from my LCD monitor to match a screenshot from my iPad 3 by changing the resolution, saturation, contrast, etc?

There is an app called Air Display that will allow you to do this. It also recently got retina display support for the new iPad.
Some notes:
- Use your iPad, iPhone or Mac as a second (or third) monitor with no messy cables or wires.
- Use your finger to draw directly on the screen. Try it with a Mac calculator app, painting tool, or music control surface!
- Air Display works in both landscape and portrait configurations. Just rotate your screen, and it automatically reconfigures.
MacRumors and 9to5mac.com discussed the upcoming retnia support update coming soon last week. They issued a press release of some sort last week, many blogs covered this upcoming feature. They also covered this on their blog and how it will work.

You have a solid troubleshooting technique, so I'd agree the adapter, or the VGA cable are likely culprits. Sometimes it's as easy as the cable not sitting well in the connector, and that could mean it connects the necessary pins for detection/sync but not for actual display.
One other thing I could think of is if the monitor has a source selector, i e if it has multiple inputs for VGA/DVI etc, and the right one isn't chosen. That's probably not the case though as you say it responds to resolution change.

You could, but how would you know which is correct?
You would need accurate profiles for both screens. This could be done with colorimeter hardware/software, something like ColorMunki (No affiliation, it's just what I use myself), which can calibrate both your Mac & iPad screens [also PCs, if you have them]
An app like Photoshop [& possibly Gimp, though I've never used it] could then do the translation between the two, though once your screens are correctly calibrated, you may not need to.
