With my Canon WiFi-enabled DSLR, while on location I'm able to wirelessly copy stills to my iPad Pro and view the shots on the iPad Pro.
I'm trying to do same with my WiFi-less Canon DSLR.
Is this possible by inserting the CF card in a card reader connected to "Apple Lightning to USB 3" accessory which is then plugged into the iPad Pro.
a) What is your experience with this setup?

Tough one. Definitely need to see more troubleshooting. Some places to start:
How many WiFi devices are being served by one base station? At some point it gets overloaded with sheer volume of requests, even if the data transfer is small.
Is the WiFi base station doing NAT, possibly leading to a double-NAT setup that will clog the local network with failed connections? You would still be able to browse the web, but overall network performance would suffer.
Turns out the missing VPN switch had nothing to do with which connection was used. What seems to have happened is that all the VPN profiles were deleted. When that happens, the VPN switch seems to disappear. To check for or create a new VPN profile, go to settings->general->network->VPN:
Once you create a VPN profile, the VPN switch reappears in the root of the settings screen:

It sounds like using a USB card reader is supported. However, you may need to plug a USB-C power adapter in to your Lightning->USB3 adapter to get it to work. Thankfully there are USB-C battery packs if you want to stay mobile.
